Abstract
MIGRATION HAS BECOME A SIGNIFICANT PHENOMENON WITH SINUOUS SO CIETAL IMPLICATIONS REGARDING THE POVERT Y RATE OF THE NUMERO US PEOPLE AFFECTED B Y IT AND THE STATE`S BURDEN OF ENSURING E QUAL OPPORTUNITIES F OR ALL EUROPEAN CITI ZENS. THE PAPER INVESTIGATES THE LINKS IN TERMS O F PRINCIPLES AND OBJ ECTIVES OF EUROPEAN UNION AND ROMANIA`S CASE, AS W ELL AS THE EXISTING SHORTCOMINGS AND GAP S OF THE SOCIAL ASSISTANCE SYSTEM AN D EMPOWERING MEASURE S. FURTHERMORE, WE E XAMINE THE STATUS QUO REGARDING THE IN COMINGS AND OUT COMINGS IN TERMS OF IMMIGRANTS AND TH E BRAIN DRAIN PHENOMEN A. CURRENTLY, MIGRAT ION IS STILL SEEN AS A SOURCE OF SOCIAL DEVELOPMENT AND ECONOMIC INCREASE FOR THE COUNTRIES OF ORIGIN.
